Due to the number of incomplete teams registered, the registration deadline has been put back to midnight on Monday 5th February. Fixtures will be announced Tuesday morning.

More or less yes. If there are any teams you know who would like to take part then they need to sign up like NOW as otherwise the fixtures wont have time to be arranged n played by Sunday.
