The answer is
No a animal can't do something bad because we are the ones who make the rules and the animals don't so for an example if a human is beating up another human its against the law but if a animal attacks a human (the animal preferably being a dog) the owner gets the blame beacause the dog can't understand the rules.

The next one is going to be a riddle this time...

There is no right and wrong to that anyway, our understanding of a lot of animals is far too limited to imagine how the world is perceived by them, especially some of the more intelligent groups.
