Since it would appear that you are obviously trying to stir up some kind of debate with your unnecessary capital letters and overly brief post.

For me the two are very close this year, and it is the first year in a long time that I actually own both games. For general play, offline, with mates, and single player it is always Pro evo. I Just prefer the feel of it, and I think that this year they really nailed the game on the head and I absolutely love it.

Online though it has far too many issues, and with the addition of 5v5 on Fifa, I dont think that Fifa can be beaten on online. Even the single player just plays so much smoother than pro evo.

So it all depends on what your after.. Me being after both I have to be greedy and own both games ;)
