I've outlined it, with a red box.

The title/logo on the right-hand side, is already at the top.
The various buttons that are sometimes there, can be found elsewhere.
Sometimes there aren't even any buttons! (e.g. viewing posts, threaded)
So, um, my suggestion is to get rid of it. :)
I think it would make the place look a little tidier.

Oh, okay, I've just been browsing, and seen that space is used for category-specific banners in the other areas.
Hmm.
They still extend to the top (main) banner in most cases, so, I'd still remove it, and just have the one, sort-of-customized banner.
But somebody probably spent a lot of time making those images, so...
I have an idea but it gets complicated, it isn't really worth it. *-)
I'm sure most people like all those things anyway. I'm just too used to the very minimalistic HBO forums, probably.
So I don't really have a suggestion now. :confused:
But I'll post it anyway to see what other people think.
